New City Zoning and Land Sales
New City Zoning and Land Sales describes the zoning system, land valuations, and land sales in the New City region of the E-land Sparkquest STF map used for Shelter the Flame story and gameplay.
Zoning System
Zoning in New City is based on the Euclidean II system common in towns and cities in the US. This offers the following zoning types:1

New City Planning Commission
New City Planning Commission (NCPC) handles all planing for zoning and development, approval of land use and sales, development plans, remodeling pans, and oversees code enforcement and the Housing & Buildings Department.
Planning, Development, and Zoning Decisions
The NCPC makes decisions about planning, development, and zoning at regular meetings where a quorum of at least three members of the commission is present. Notices of meetings are posts to the group feed and meeting notes are posted to the discussion forum.
Land Sales
Land sales are completed as part of the New City Real Estate Market. Most small land lots and properties do not require an additional approval of the NCPC. Land sales must be approved in the following conditions:
- When more than one adjacent lot is sold in the same sale or in different sales that will result in the owner owning more than two adjacent properties.
- When the land may be used for purposes other than it is currently zoned.
- Any sale of more than 1,000 blocks total area.
Land sales in these cases must be submitted to the Commission using the following process:

- Join the New City Planning Commission sub-group. (Button on the right of page.)
- Post a brief description of the sale on the Group feed. Please include:
- In-game user name of buyer and seller.
- The ID of your WorldGuard region(s) involved.
- A description of use after sale.
- Any plans, photos, or documents that may apply.
- The sale will be reviewed by the Commission and they will inform you about the next steps necessary in the process.
Building Approvals
Previous to building any new structure or modifying the exterior of any existing structure, owners are required to have plans approved by the Planning Commission. This approval will insure that construction is according to zoning laws and building codes.
Proposals must be submitted to the Commission using the following process:

- Post a brief description of your project on the Group feed. Please include:
- Your in-game user name.
- The ID of your WorldGuard Region.
- A description of what you would like to build.
- Any plans, photos, or documents you’ll use when building.
- Your project will be reviewed by the Commission and they will inform you about the next steps necessary in the process.
Zoning Variants
When property owners wish to use their property in a way that does meet the restrictions of their zoning code, they must seek a variance from the Planning Commission. If you don’t know if what you want to do is within your zoning code, please ask first to make sure. Violations of zoning may lead to various penalties including, but not limited to, the seizures and forced restoration of properties back to code.
